Your utility bill is due upon receipt. To avoid a late penalty, payment must be received within 21 days of the bill date. A 5% late fee is automatically applied to any unpaid water charges the day after the due date. (Note: This late fee only applies to water charges and does not affect city sewer or refuse charges.)
If an account becomes delinquent, you'll receive a disconnection notice. To prevent interruption of service, all outstanding charges must be paid, as water service is subject to disconnection 14 days after your bill's due date.

Spikes in usage are typically caused by undetected leaks. We recommend checking your property for:
- Silent toilet leaks (place a few drops of food coloring in the toilet tank; if color seeps into the bowl without flushing, you have a leak).
- Dripping faucets or outdoor spigots.
- Recent changes in household size, guest visits, or seasonal activities like filling a pool or heavy lawn watering. If you find and promptly repair an underground leak in the pipe between the meter and property, you may qualify for a billing credit under our Leak Adjustment Policy.

When you use a debit or credit card, external credit card companies charge a processing fee to handle the transaction. Because Leavenworth Waterworks operates as a quasi-governmental utility funded entirely by service revenues rather than tax dollars, we must ensure that our collected revenue goes directly toward water production and local infrastructure. To keep basic water rates as low and equitable as possible for everyone, the utility cannot absorb these card processing costs. Therefore, the 3.25% fee is passed along to cover the third-party processor's charges.
Want to avoid the fee entirely? You can skip the processing fee completely by signing up with AutoPay with your checking account (ACH) instead of a card.

AutoPay automatically handles your utility bill on its exact due date every month, ensuring you never miss a deadline or accumulate late fees. Your fee depends entirely on how you choose to save:
- Checking Account (ACH) – $0.00 (FREE): Link your bank account routing and account numbers to avoid all processing fees completely.
- Debit or Credit Card – 3.25% Processing Fee: If you prefer to have AutoPay pull from a card, a 3.25% fee will be added to your transaction monthly by the card processor.
Step-by-Step AutoPay Enrollment:
- Log In to your secure customer account portal on our website.
- Select "My Profile" at the top of the dashboard page, then choose "AutoPay".
- Click "Add a Payment Method".
- Choose "Add New Bank" (to keep it free) or select "Credit Card".
- Fill in your account information and check the box to "Make this my default payment".
- Click "Save Information". Note: You will see a notice stating your account is not yet on AutoPay; simply click the "here" hyperlink to finish setup.
- Once on the AutoPay page, click "Edit".
- Select "Yes, put me on AutoPay" and click "Save this AutoPay setup".

If you are experiencing temporary financial hardship, please do not wait for a disconnection notice. Contact our billing office at 913-682-1513 as soon as possible to discuss your options.
- Short-Term Extensions: If you contact us prior to your scheduled shut-off date, Leavenworth Waterworks may grant a short-term payment extension to allow extra time to catch up without risking a service interruption.
- Annual Limit: To maintain equitable operations, extensions are structured as a one-time courtesy per calendar year. Account extensions are not an ongoing monthly option, and accounts are reviewed by management prior to approval.
- Case-by-Case Evaluation: Extensions are not automatic. They are evaluated based on account history, a record of timely payments, and compliance with any prior payment agreements.
- Timing is Critical: We cannot grant extensions or modifications once a service technician has been dispatched to disconnect service for non-payment.
- Local Assistance Programs: For longer-term financial assistance, our customer service team can provide contact information for some local community organizations in the Leavenworth area that offer utility aid.
The most important step is to communicate with us early. We are here to work with you through temporary hardships, but early intervention is required.

You can easily manage your service online or in person:
- To Start or Transfer Service: Complete our online Start/Transfer Service Form at least two (2) business days before your preferred move-in date. You can also complete this in person at our office.
- To Stop Service: If you are moving out of the area completely, please fill out our online End Service Form. If you are just moving to a new address within Leavenworth, use the Start/Transfer form instead.
Do I need to pay a security deposit to start service?
Do I need to pay a security deposit to start service?
Yes, a minimum $75.00 security deposit and a non-refundable $25.00 administrative fee are required for renters, businesses, and homeowners.
Please note that Leavenworth Waterworks reserves the right to adjust or waive the security deposit amount based on an applicant's history with Leavenworth Waterworks. However, the $25.00 administrative fee is standard for all new or transferred account processing and will not be waived.

For residential homeowners who occupy the home, security deposits are automatically credited back to your utility account after 12 consecutive months of timely payment history (no late notices or disconnections). If you close your account before then, your deposit will be applied directly to your final bill, and any remaining balance will be mailed to your forwarding address.

Keeping your contact details current ensures you receive important billing notifications and service alerts. You can update your information in two ways:
- Online via Portal: Log into your account dashboard at lvnwater.com to update your phone number, email address, or billing address instantly under your profile settings.
- By Phone or In Person: Call our customer service team at 913-682-1513 or visit our office. To protect your account security, our staff will ask you to verify the primary account holder's name and the last four digits of their Social Security Number (SS#) before making any changes.
Note: Legal name changes on accounts (such as marriage or divorce) cannot be completed online. Please call or visit our office so we can help you update your account records properly.

To protect your personal information and privacy, Leavenworth Waterworks follows a strict security policy. We will not discuss, share, or disclose account details with anyone unless they are explicitly listed as the primary account holder or a designated authorized user.
- If you want to grant access to someone else: If you would like a spouse, adult child, property manager, or tenant to be able to check your balance, discuss a bill, or make changes, the primary account holder must contact us to officially add them as an Authorized User.
- Property Owners & Tenants: Landlords, please note that if the account is under your name, unless a tenant is formally listed on the account or added as an authorized representative, we cannot share billing data or delinquency status with them directly. Thanks to our advanced Neptune 360 smart meter technology, you don't have to wait until your monthly bill arrives to see how much water you are using. Our online consumer portal tracks your water consumption data in near real-time.
By logging into your dashboard from any smartphone, tablet, or computer, you can:
- Monitor Hourly & Daily Usage: See exactly when your household uses the most water.
- Set Custom Leak Alerts: Program the portal to send you an automatic email or text notification if it detects continuous water flow over a set period (such as 24 hours).
- Spot Abnormal Spikes: Catch an indoor plumbing issue or a running toilet early, before it turns into an expensive bill.

What You Need Handy:
- Your full Leavenworth Waterworks Account Number (as it appears on your bill).
- The Exact Name listed on the account.
- The Billing Zip Code associated with your service address.
Step-by-Step Registration:
- Visit our website at lvnwater.com and click on the Pay Bill / Access Account portal link.
- On the portal login screen, click the link that says, "Register Now" or "Create an Account".
- Enter your full utility account number, your name exactly as it appears on your statement, and your zip code.
- Create a secure password and enter your primary email address.

Leavenworth Waterworks is a separate, quasi-governmental municipal water utility that exclusively manages your drinking water service. However, we maintain a billing agreement with the City of Leavenworth to include their trash and sewer charges on our monthly statements as a convenience to residents.
Because trash collection and wastewater systems are managed entirely by the City, Leavenworth Waterworks does not maintain information regarding their specific rates, service schedules, or policies.

Water service is subject to disconnection 14 days after your bill's due date if a balance remains unpaid. To restore service, your past-due balance, accumulated late fees, and a $50.00 Dispatch Fee must be paid in full.

Regular reconnection hours are Monday through Friday, 8:00 AM to 4:00 PM. If you require reconnection between 4:00 PM and 5:00 PM, the dispatch fee increases to $75.00. Please note that all past-due balances and fees must be paid before a technician can be sent out, and service restoration is not available after 5:00 PM on weekdays, weekends or utility holidays.

While our office staff is available to process payments and answer questions until 5:00 PM, our field technicians complete their scheduled daily routes and service orders at 4:00 PM.
Any service restoration requested after 4:00 PM requires dispatching a technician outside of their regular field hours, which incurs an after-hours fee to cover the additional operational and labor costs.
To guarantee that your water service is restored on the same day without incurring extra fees, please ensure your payment is fully processed, and customer service is notified before 4:00 PM.

Temporary discoloration can happen when nearby water main maintenance or hydrant flushing disturbs mineral sediments inside the pipes. This water remains safe, but we recommend running your cold water tap for 3 to 5 minutes until it runs completely clear before doing laundry or washing dishes. When an emergency water main break occurs, our crew must act instantly to isolate the leak, prevent property damage, and keep the system safe. In these urgent situations, water service must be interrupted immediately without prior notice to nearby customers so repairs can begin.
Per utility policy, Leavenworth Waterworks reserves the right to shut off any main or service line without notice and carries no liability for any resulting damage to persons or property due to emergency service interruptions. We work as fast as possible to get your water back on.

Our Governing Board is comprised of five local board members who are elected directly by the voters of the City of Leavenworth to serve four-year terms. Elections are held every two years on an alternating basis. To ensure their focus remains entirely on serving the community, all board members serve completely without pay.
The Board establishes all official rules and financial policies under Kansas Statutes, holding utility management and employees responsible for carrying them out in a fair, consistent manner.

No. Leavenworth Waterworks is a completely independent, self-supporting utility. In 1937, the citizens of Leavenworth voted to separate the water utility from the general city government to ensure it would always be operated in a professional, business-like manner.
Because of this separation, we do not receive any city tax dollars. 100% of our operations, repairs, and infrastructure investments are funded strictly by water sales revenue. Every dollar you pay on your water bill goes right back into producing high-quality water and maintaining the local pipe system.

While the public is always welcome to attend and speak during the open public comment portion at the start of any regular meeting, you can also request to have a specific issue formally placed on the agenda. Most residential water meters in our service area are located near the street or sidewalk inside an underground meter box (often called a meter pit).
Please Note: Customers and unauthorized individuals are strictly prohibited from opening or accessing utility meter pits. The heavy metal lids and internal equipment are the property of Leavenworth Waterworks and require specialized tools to handle them safely. Tampering with and/or unauthorized opening of a meter pit will result in a $100.00 fine, an automatic increase to your security deposit, potential disconnection of service, and full financial liability for any damage incurred to the meter or transmission wires.

Since customers are not permitted to open underground meter pits, troubleshooting a leak should be done entirely from inside your home or business. We recommend checking the following high-traffic areas:
- The Toilet Test: Toilet leaks are the number one cause of sudden high bills. Put a few drops of food coloring into your toilet tank. Wait 15 to 20 minutes without flushing; if color appears in the toilet bowl, your flapper valve is leaking and needs to be replaced.
- Isolate Your Main Shut-Off: Locate your property's internal main water shut-off valve (usually found where the water line enters your basement, crawlspace, or utility closet). Turn it completely off. If your hot water tank, water softener, or indoor pipes still sound like they are running or whistling, the leak may be located on your service line outside between the house and the meter pit.
- Monitor Major Appliances: Check the relief valves on your water heater, look for damp spots near your refrigerator's icemaker line, and inspect outdoor spigots for persistent dripping.

Ownership of the water officially transfers from Leavenworth Waterworks to the customer at the meter.
- Our side: We own and maintain the water mains in the street, the connection running to the meter box, and the meter itself.
- Your side: You are responsible for all plumbing and pipes from the outgoing side of the meter all the way into the building, including the entire service line sitting on private property.
- Fire Lines: If your private property has a dedicated fire protection line (like a building fire sprinkler system or a private fire hydrant), ownership and maintenance responsibility for that line belongs to the property owner starting from its point of origin right at the street water main.

Many of our water customers in Leavenworth have received advertisements in the mail and in the newspapers to purchase insurance to cover some or all of the cost to repair or replace the private portions of their water service lines. The insurance companies that have been soliciting and advertising this service are not associated with Leavenworth Waterworks.
Whether or not a homeowner or business should purchase insurance for private water lines is matter of individual choice. As with any type of insurance purchase, you should carefully research the insurance provider, the insurance coverage that is being offered, and the cost.
Water service lines that are made of copper tubing or high-density polyethylene are generally long lasting and have low risk of failure. Old water service lines in the city that are made of galvanized steel or cast iron are generally more susceptible to corrosion, leakage, or failure. We commonly encounter leaks and breaks in private water lines that are made of these materials. Property owners may want to consult with a licensed plumber about the age and type of water service line that they have and are responsible to maintain.

Federal and state regulations prohibit cross connections. Cross connections are places in a plumbing system where the water supply is, or can be, connected to a contaminated substance. When a pressure change occurs, the contaminated substance can siphon back (backflow) into the drinking water. Serious illness can result. Common possible backflow sources include garden hoses, swimming pools, and fire and lawn sprinkler systems.
Vacuum breakers should be used on all hose connections. Fire and in-ground sprinkler systems must have an approved backflow prevention device.

Property owners and managers can sign up for a Revert to Owner Agreement (Landlord Agreement).
- How it works: When a tenant calls us to shut off their water service upon moving out, this agreement ensures the water service is automatically transferred back into the landlord's name without interruption.
- The Benefit: This keeps the water active so you can clean, paint, or show the property immediately, and it completely waives the standard $25.00 administrative transfer fee for every automatic turn-on.
